Medical Board Says Over-prescribing of Drugs Caused Six Deaths

New Mexico medical authorities have revoked the medical license of Edwin B Hall, an Albuquerque psychiatrist who over-prescribed dangerous drugs that led to the deaths of six of his patients.

The doctor continued to issue medical cannabis cards after his license was suspended last fall, according to state medical authorities.

Starting in 2013, Hall also allowed an unlicensed physician. John A. Connell, who had been thrown out of the medical profession for in Georgia, to work under him in his now-closed Albuquerque office at 1709 Girard Blvd. NE.

Hall then billed Medicaid fraudulently for Connell's services, according to the New Mexico Medical Board records.

Connell was prescribing medications that Hall would sign for. The drugs the two men prescribed included: Clonazepam, Temazepam, Zolpidem, Lithium, Saphris, Divalproex, oxcarbazepine, Fluconazole, metronidazole, Lamotrigine, Quetiapine, Ziprasidone, and Belsorma.

In a deal reached on April 2, Edwin B Hall agreed never again to practice medicine in New Mexico and to pay a fine of $5,000, plus $1,000 in costs that were incurred by the New Mexico Medical Board while investigating his alleged misconduct.

In agreeing to give up his New Mexico medical license, Hall admitted to no wrongdoing.

In Georgia, Connell is alleged to have have over-prescribed medications and to have had inappropriate sexual conduct with a female patient. Those actions led to his license revocation there, according to medical board records.

Edwin B Hall came to the attention of state medical authorities for over-prescribing of dangerous drugs in May 2016. While investigating that case, they discovered that six patient deaths  had resulted from his over-prescribing of controlled substances, according to medical board records.

“Respondent [Edwin B Hall] prescribed controlled substance medications and combinations of medications posing a threat to his minor and adult patients, and six of his adult patients died as a result of an overdose,” the medical board wrote in its revocation order.

The board alleges that Edwin B Hall failed to adequately “screen, evaluate, assess or monitor patients to whom controlled substances had been prescribed.”

The medical board found that another state agency, the New Mexico Board of Pharmacy, had identified Edwin B Hall as a “high-risk prescriber” who did not access or enter his prescriptions into a state pharmacy database as required.

It is possible that there may be other patients in New Mexico who were treated or injured by Edwin B Hall’s or John A. Connell's over-prescribing of controlled substances.

Suspension Didn't Stop Him

After his medical license was suspended on Oct. 4, 2017, Hall continued practicing medicine illegally by diagnosing patients and authorizing the issuance of state medical cannabis cards.
